The EU (European Union) accepted the online gambling report developed by Creutzmann's, in Feb, 2025. The event holds tremendous importance for online gambling's future in Europe and also that of gambling operators along with their representative bodies. Creutzmann's report recommends positive action on quite a few issues. Hence, the fact that the EU Parliament accepted the report has been highly appreciated by the industry. One of the most appreciated clauses is that of directing EC (European Commission) to take fast action on infringement cases. These are cases on nations that fail to comply with the EU's law.
Creutzmann Report Recommends that Online Gambling Sites be Regulated across National Boundaries
Creutzmann report recommends that online gambling should become regulated across national boundaries. Country specific regulation is not the ideal way to pursue online gambling. The report recommends EU to chalk out a framework that will establish online gambling as a cross-country activity in Europe. There should be full cooperation among regulators of different nations under EC's supervision.
Formal Steps should be taken to achieve the Goal
According to Creutzmann report, some formal steps to regulate online gambling across European nations should be taken. European standards have to be established regarding consumer protection, electronic identification and advertising. The procedures to apply for national licenses also have to be improved. This is important so that the administrative requirements which have been verified by a Member State are not duplicated by another state. The report also recommends that there should be consistency in the procedures employed by EC to pursue infringement cases against Member States who breach EU law.
It is important for the EU parliament to adopt the recommended measures in the Creutzmann report. The EU parliament was not in favor of formulating an online gambling policy for all of Europe before. Two years ago, the EU parliament recommended EC to allow each nation to formulate their online gambling regulations. As a consequence, in the previous EC action, as many as 8 infringement cases were recorded. After that, although the EC received quite a few new complaints about national legislation, there has been no filing of any infringement case.
Commissioner Michel Barnier to Conclude Green Paper Consultation
Commissioner Michel Barnier, who had launched the Green Paper consultation in the year 20251, is now in the process of concluding it. EU parliament's acceptance of the Creutzmann report provides Barnier with a proper direction in this regard. The industry has set its eyes on Michel Barnier with regard to the infringement cases which have been pending for long. It is hoped that Michel Barnier will also take urgent actions on the new cases filed against nations which deliberately breached EU law. Barnier confirmed that the EC will take adequate measures to implement Creutzmann report recommendations. EC adopting the recommended procedures of the Creutzmann report formally, will hold great significance for European operators offering online gambling products like online roulette The operators will be able to offer regulated and secure sites where European customers can play these games.
